Consolidated Rural Water District #4, Shawnee County was formed in March of 2005 when three smaller water districts consolidated. The former Rural Water District numbers 3, 4, and 5 began consolidation talks early in 2005 and were granted approval to consolidate by the Shawnee County Commissioners in March of that year. The result of this consolidation was the creation of the most populated Rural Water District in Kansas. At the end of 2017, CRWD #4 had 4,708 benefit units sold, serving a total population of around 13,000 patrons in Shawnee, Jackson and Jefferson counties.

CRWD #4 is governed by a Board of (nine) Directors. These Directors are elected by the patrons of the District at an annual meeting held in March of each year.
