ANNUAL MEETING OF PARTICIPATING MEMBERS

 

March 12, 2019

 

The Annual Meeting of Participating Members of Rural Water District No. 4, Shawnee County, Kansas was held on Tuesday, March 12, 2019, 6:30 P.M. at the Soldier Township Fire Department, 600 NW 46th Street, Topeka, KS.  Board members present were:  Ed Cline, Jerry Glasgow, Rick Schmidt, Alan Chapas, Ron Brown, Jim Ellis, Chad Lady and Robert Kahler. Absent: Joel Stuke. Staff members present were:  Mike Weishaar, Alisa Grollmes, Rashell Mize and Nick Brady. Todd Luckman, District Attorney; Louis Funk, Bartlett & West Engineer; and Grant Huddin, CPA. There were 19 voting members and 5 guests present.

 

Chairman, Jerry Glasgow called the meeting to order at 6:30 P.M.

 

Jerry introduced the Board Members and Staff to those present.

 

Proof-of-Notice of the Annual Meeting was read by Mike Weishaar, District Manager, and was printed on the March Statements.

 

The minutes of the March 13, 2018 Annual Meeting were reviewed.

 

Ron Brown moved to approve the minutes as corrected (Tuesday instead of Wednesday); seconded by Rick Schmidt; motion carried.

 

Jerry Glasgow, chaired the Election of Directors.

 

Jerry Glasgow stated that three (3) board member positions were open; those of Ed Cline, Jim Ellis and Rick Schmidt.

 

Nominations were opened for Ed Cline’s position.  Justin Glasgow was nominated; there being no further nominations; Justin Glasgow was elected by acclamation for a three-year term.

 

Nominations were opened for Jim Ellis’s position.  Jim Ellis was nominated; there being no further nominations; Jim Ellis was elected by acclamation for a three-year term.

 

Nominations were opened for Rick Schmidt’s position. Rick Schmidt was nominated; there being no further nominations; Rick Schmidt was elected by acclamation for a three-year term; motion carried.

New Business: None

 

Ben Tenpenny moved and Justin Glasgow seconded to adjourn; motion carried.

March 2019 Minutes

The Board of Director of Consolidated Rural Water District No. 4 met Tuesday, March 12, 2019 at 5:30 P.M., at Soldier Township Fire Department meeting room, 600 NW 46th Street, Topeka, KS  66618.

 

Minutes

The Board of Directors of Consolidated Rural Water District No. 4, Shawnee County, Kansas, met at Soldier Township Fire Department at 600 NW 46th Street, Topeka, KS  66618 on March 12, 2019. Board members present were: Jerry Glasgow, Ed Cline, Ron Brown, Alan Chapas, Jim Ellis, Robert Kahler, Rick Schmidt, and Chad Lady. Joel Stuke was absent. Others present: Mike Weishaar, Alisa Grollmes, Todd Luckman, Louis Funk, Rashell Mize, Grant Huddin and Nick Brady.

Chairman, Jerry Glasgow called the meeting to order at 5:30 P.M.

Motion by Rick Schmidt seconded by Alan Chapas to approve the February 12, 2019 minutes as presented; motion carried.

Motion by Ron Brown seconded by Chad Lady to approve the monthly bills and additional list of bills as presented; motion carried.

Motion by Rick Schmidt seconded by Jim Ellis to approve the BUC’s as presented provided they are within the established boundaries of the District; motion carried.

Louis reported on his visit with Randy Wolf regarding the transmission line to the Menoken Plant. He also provided the board with a quote to paint the pipes in the Menoken Plant from Neale Painting and Special Coating.

Motion by Rick Schmidt seconded by Alan Chapas to accept the paint proposal for the Menoken Plant pipes as submitted; motion carried.

Nick reported that Dustin Hoffman, Hoffman Brother’s, Hoyt, KS drilled out the clarifier.

Grant Huddin, CPA, presented the 2018 Audit report.

Motion by Jerry Glasgow seconded by Ed Cline to approve the audit as presented; motion carried.

Jerry Glasgow expressed his condolences to Alisa for the loss of her father-in-law, Francis Grollmes.

Jerry Glasgow reported that he wishes to hold off a decision on the security cameras until next month. He wants to speak to two security specialists when they return to Kansas. The board will discuss this again next month.

Jerry Glasgow gave his thanks to Ed Cline for his dedication to the district for forty-three (43) years upon his retirement.

Ed Cline talked of his experiences over his forty-three (43) years as a director on the Board. He plans to enjoy his retirement with his wife.

Motion by Ron Brown seconded by Rick Schmidt to adjourn.

Meeting adjourned at 6:02 P.M.

C.R.W.D.#4 has a new web payment method that will include members billing history. You must login to start an on-line account. Simply select the Register Here button. You must have your account number and current phone number that is on file with the District. Then make a user name and password. Follow the simple steps to complete.

ACH (auto deduction) updates must be made by calling the office at 785-286-1729. Customers cannot use debit cards or change banking account numbers on the new payment site for ACH.
